The Challenges Of Wheelchair Securement: Searching For Solutions

چکیده
The Americans with Disabilities Act of 1990 (ADA) transportation requirements ushered in a new era of public transportation accessibility for persons with disabilities. This groundbreaking civil rights initiative has given persons with disabilities the same mobility opportunities as others by requiring accessible fixed route transportation, as well as complementary paratransit services for individuals who are unable to use available fixed route services. Among other accessibility mandates, the ADA transportation requirements provide specifications for ensuring that mobility aid devices that meet the definition of “common wheelchair” are properly secured in public transportation vehicles. Although the ADA establishes requirements for the securement of mobility devices, many transit agencies still experience a variety of challenges related to safe and effective securement. As part of the Center for Urban Transportation Research’s (CUTR) National Center for Transit Research (NCTR) program, 270 agencies were surveyed about their securement policies, difficulties, and strategies to assess the scope and magnitude of securement issues currently facing transit agencies and paratransit providers in the United States. Survey respondents provided detailed information about the most commonly used mobility devices and securement equipment, existing securement policies, operator and passenger complaints, securement challenges and strategies, and securement equipmentand/or procedurerelated injuries or incidents. While the results of the survey provide confirmation of the ongoing dilemmas posed by securing “non-common wheelchairs” on transit vehicles, “common wheelchairs” have also proven to be a major issue in safe securement. Specifically, the survey results indicate that certain types of “common wheelchairs”, such as scooters, cannot be adequately secured with currently available securement equipment. The survey findings validate and provide support for initiatives that identify securement solutions that address the needs of both providers and passengers. BACKGROUND

User evaluation of three wheelchair securement systems in large accessible transit vehicles.
Ease of use, comfort, security, and independent use of three types of wheelchair securement systems were evaluated in a large accessible transit vehicle by 20 wheelchair and scooter users. The securement systems included a 4-point tie-down system, a prototype autodocking system, and a prototype rear-facing wheelchair passenger (RF-WP) system. Study participants took a 15-minute city ride and co...
متن کاملAppropriate protection for wheelchair riders on public transit buses.
Securement of wheelchairs and occupant restraint for wheelchair riders on buses is one of the most difficult problems facing transit providers. The primary findings of this literature review show that (1) very little information has been published regarding transit bus safety and crash environment; (2) the focus of most reported wheelchair incidents involved noncollision events, in which inappr...
متن کاملErgonomic evaluation of a wheelchair transportation securement system.
The Americans with Disabilities Act (ADA) specifies guidelines covering the securement system and environment for wheeled mobility device (WhMD) passengers on the public bus system in the United States, referred to as the wheelchair tiedown and occupant restraint system (WTORS). The misuse or disuse of the WTORS system can be a source of injury for WhMD passengers riding the buses. The purpose ...
متن کاملSafety, usability, and independence for wheelchair-seated drivers and front-row passengers of private vehicles: a qualitative research study.
A survey and observational study was conducted with 29 people who remain seated in their wheelchair when driving (21) or riding as a front-row passenger (8) in their personal vehicle. Each subject was observed and surveyed in their own personal vehicle that has been modified for use by occupants seated in wheelchairs. Our survey obtained responses on issues related to occupant restraint (seat b...

Proper securement of wheelchairs in motor vehicles is vital to providing wheelchair users an adequate level of safety in a crash. Thus far, wheelchair tiedown and occupant restraint systems (WTORS) loading has mostly been examined under frontal impact conditions. Because of the inherent crash dynamic differences, rear-impact loading of WTORS is expected to differ greatly. In this study, three i...
